Such a Senate should be recruited by indirect election from exisiting national parliaments.
Most economic histories of the "world" not only omit most extra-European production and exchange (even most of that outside West Europe or even northwest Europe); they neglect the participation of the productive and exchange activities of extra-European countries in the European, not to say world, process of accumulation and development. Moreover, they disregard the part that these productive and exchange relations played in the developing world system.

Europe, it is true, is a geographical and, within certain limits, an historical cultural conception. But the idea of Europe as an economic unit contradicts capitalist development in two ways. First of all there exist within Europe among the capitalist States - and will so long as these exist - the most violent struggles of competition and antagonisms, and secondly the European States can no longer get along economically without the non-European countries... At the present stage of development of the world market and of world economy, the conception of Europe as an isolated economic unit is a sterile concoction of the brain... And if the idea of a European union in the economic sense has long been outstripped, this is no less the case in the political sense... Only were one suddenly to lose sight of all these happenings and manoeuvres, and to transfer oneself back to the blissful times of the European concert of powers, could one say, for instance, that for forty years we have had uninterrupted peace. This conception, which considers only events on the European continent, does not notice that the very reason why we have had no war in Europe for decades is the fact that international antagonisms have grown infinitely beyond the narrow confines of the European continent, and that European problems and interests are now fought out on the world seas and in the by-corners of Europe.

The belief that human beings can be separated from their histories and traditions makes it possible to urge a Europeanization of the Islamic world. And by the same logic, it underlies the belief that the assimilation to Europe's civilization of Muslim immigrants who are-for good or for ill-already in European states is necessary and desirable.

Almost by definition, secularism cannot be a future: it's a present-tense culture that over time disconnects a society from cross-generational purpose. Which is why there are no examples of sustained atheist civilizations. "Atheistic humanism" became inhumanism in the hands of the Fascists and Communists and, in its less malign form in today's European Union, a kind of dehumamism in which a present-tense culture amuses itself to extinction. Post-Christian European culture is already post-cultural and, with its surging Muslim populations, will soon be post-European.
My objective is that before the end of the millennium Europe should have a true federation. The Commission should become a political executive which can define essential common interests...responsible before the European Parliament and before the nation-states represented how you will, by the European Council or by a second chamber of national parliaments.
Turkey, with its political intolerance, as I have described it, is prepared to march forward, to break with its taboo about the Armenians, and is making great strides with respect to human rights and freedom of speech so that it can join the European Union. This alone shows how powerful the European idea is.
The integration of Europe was very much led by a Germany that was always willing to pay a little bit extra to reach a compromise that everybody accepted, because Germany was so eager to get European support for reunification. That was called the "farsighted vision," which created the European Union.
The fact that we're going through a crisis is an opportunity for Europe to be more coordinated and more integrated. To promote the process of European integration, we must improve an institutional mechanism already existing in the European Union, reinforced co-operation, by making it more flexible and effective. This approach allows a few states to move faster and further... We are all aware that this mechanism is vital.
