These statements about torture, about alleged misuse of power and things like that, insulted the Filipinos more than their leader because it was made to appear as if Filipinos would tolerate a leader who would torture his own people, who would utilize his executive prerogatives for abuses.
I went down on my knees and prayed to Almighty God for light and guidance and one night late it came to me this way. We could not leave (the Philippines) to themselves-they were unfit for self-government-and they would soon have anarchy and misrule over there worse than Spain's was. There was nothing left for us to do but take them all and educate the Filipinos, and uplift and Christianize them.

Let us teach a steadfast faith in Divine Providence, a stable family institution, the unhampered enjoyment of civil liberties, the advantages of constitutional government, the potentials of a rich and spacious land.

My parents had come from Mexico, a short road in my imagination. I felt myself as coming from a caramelized planet, an upside-down planet, pineapple-cratered. Though I was born here, I came from the other side of the looking glass, as did Alice, though not alone like Alice. Downtown I saw lots of brown people. Old men on benches. Winks from Filipinos. Sikhs who worked in the fields were the most mysterious brown men, their heads wrapped in turbans. They were the rose men. They looked like roses.
Countrymen: I have given proofs, as well as the best of you, of desiring liberty for our country, and I continue to desire it. But I place as a premise the education of the people, so that by means of instruction and work they may have a personality of their own and that they may make themselves worthy of that same liberty. In my writings I have recommended the study of the civic virtues, without which there can be no redemption. I have also written (and my words have been repeated) that reforms, to be fruitful, must come from above, that those which spring from below are uncertain and insecure movements. Imbued with these ideas, I cannot do less than condemn, and I do condemn, this absurd, savage rebellion, planned behind my back, which dishonors the Filipinos and discredits those who can speak for us. I abominate all criminal actions and refuse any kind of participation in them, pitying with all my heart the dupes who have allowed themselves to be deceived. Go back, then, to your homes, and may God forgive those who have acted in bad faith.
