Every Victim requires a Persecutor. But the Persecutor isn't always necessarily a person. The Persecutor could also be a condition or a circumstance. A persecuting condition might be a disease or a heart attack, or an injury. A persecuting circumstance could be a natural disaster, like a hurricane or an earthquake or a house burning down.

It comes from history. It comes from the record of the Inquisition, persecuting heretics and torturing Jews and all that sort of stuff; and it comes from the other side, too, from the Protestants burning the Catholics. It comes from the insensate pursuit of innocent and crazy old women, and from the Puritans in America burning and hanging the witches - and it comes not only from the Christian church but also from the Taliban. Every single religion that has a monotheistic god ends up by persecuting other people and killing them because they don't accept him. Wherever you look in history, you find that. It's still going on.
If humans were in fact the members of a truly social species, and if their individual differences were trifling and could be completely ironed out by appropriate conditioning, then, obviously, there would be no need for liberty and the State would be justified in persecuting the heretics who demanded it.
After all the Puritans came to America to escape from persecution and then turned around and started persecuting other people. We live in a society that will send us to prison if we make use of time-honored sacred plants to explore our own consciousness. Yet surely the exploration and expansion of the miracle of our consciousness is the essence of what it is to be human? By demonstrating and persecuting whole areas of consciousness, we may be denying ourselves the next vital step in our own evolution.

Systems of religious error have been adopted in times of ignorance. It has been the interest of tyrannical kings, popes, and prelates to maintain these errors. When the clouds of ignorance began to vanish and the people grew more enlightened, there was no other way to keep them in error but to prohibit their altering their religious opinions by severe persecuting laws. In this way persecution became general throughout Europe.
The religions whose theology is least preoccupied with events in time and most concerned with eternity, have been consistently less violent and more humane in political practice. Unlike early Judaism, Christianity and Mohammedanism (all obsessed with time) Hinduism and Buddhism have never been persecuting faiths, have preached almost no holy wars and have refrained from that proselytizing religious imperialism which has gone hand in hand with political and economic oppression of colored people.
As everyone who has read the Marxists critically has not failed to see... the gospel of St. Marx is just the old Judaeo-Christian mythology with the supernatural sanctions left out, thus making the cult the most implausible and unreasonable of all the Christian heresies. It is true that there is reciprocal hostility between Marxists and the other Christian cults, but that is merely normal. Christian sects began persecuting each other even before one of them attained political power in the decaying Roman Empire, and everyone remembers the fearful Wars of Religion that convulsed and almost ruined Europe. The Gospel of Love invariably incites the most savage and blood-thirsty hatreds.

No circumstance in the world can ever prevent us from believing in God, from placing all our trust in him, from loving him with our whole heart, or from loving our neighbor. Faith, hope, and charity are absolutely free, because if they are rooted in us deeply enough, they are able to draw strength from whatever opposes them! If someone sought to prevent us from believing by persecuting us, we always would retain the option of forgiving our enemies and transforming the situation of oppression into one of greater love. If someone tried to silence our faith by killing us, our deaths would be the best possible proclamation of our faith! Love, and only love, can overcome evil by good and draw good out of evil.

If a person is plagued by religious doubts, as many are in their youth, he takes to persecuting unbelievers; if troubled by love, he turns it into marriage; and when overcome by some other enthusiasm, he takes refuge from the impossibility of living constantly in its fire by beginning to live for that fire. That is, he fills the many moments of his day, each of which needs a content and an impetus, not with his ideal state but with the many ways of achieving it by overcoming obstacles and incidents which guarantees that he will never need to attain it. For only fools, fanatics, and mental cases can stand living at the highest pitch of soul; a sane person must be content with declaring that life would not be worth living without a spark of that mysterious fire.
The thing that really is trying to tyrannize through government is Science. The thing that really does use the secular arm is Science. And the creed that really is levying tithes and capturing schools, the creed that really is enforced by fine and imprisonment, the creed that really is proclaimed not in sermons but in statues, and spread not by pilgrims but by policemen-that creed is the great but disputed system of thought which began with Evolution and has ended in Eugenics. Materialism is really our established Church; for the government will really help it to persecute its heretics... I am not frightened of the word 'persecution'... It is a term of legal fact. If it means the imposition by the police of a widely disputed theory, incapable of final proof-then our priests are not now persecuting, but our doctors are.

They began taking out mission-lands from us, lands we had cultivated, which had formed a wilderness and which my brothers had turned into gardens and orchards. They robbed us of worldly goods. And not content with that they now are persecuting us. The mission-empire is doomed, caballero. The time is not far distant when mission roofs will fall in and walls crumble away. Some day people will look at the ruins and wonder how such a thing could come to pass.

It hates the majority - not without a cause, I grant you. It even hates the other minorities - because all minorities are in competition; each one proclaims that its sufferings are the worst and its wrongs are the blackest. And the more they all hate, and the more they're all persecuted, the nastier they become! Do you think it makes people nasty to be loved? You know it doesn't! Then why should it make them nice to be loathed? While you're being persecuted, you hate what's happening to you, you hate the people who are making it happen; you're in a world of hate. Why, you wouldn't recognize love if you met it! You'd suspect love! You'd think there was something behind it-some motive-some trick.
John has a narrow mind. For him, neither the beauty nor the prosperity of the city of Ephesus is worth a second glance. Ephesus was situated at the end of the Silk Road from China and the caravan route from India which used to pass through the Parthian Empire en route to the West. But the prophet is quite unaware that this particular world exists at all. Even culture means absolutely nothing to him; for example, in 18:22 he rejoices that not only song but also the sound of the flute have disappeared. The world which he knows is limited to the seven churches whose Christianity corresponded with his own; and that in but a single province of the Roman Empire, namely Asia. As to the rest, he is only familiar with the mother church in Jerusalem and the sister church in Rome. John is utterly obsessed by Rome. The fact that this particular metropolis had bestowed both law and peace upon no less than one-half of the world never got through to him at all. He is also quite oblivious of the fact that Rome oppresses nations and exploits slaves. He could not care less about national or social considerations. He abominates the "whore on the seven hills" simply because Rome is persecuting Christians. This is precisely what the Apocalypse is all about: innocent suffering.
