People never like pollution, it has become very wrong to like pollution at all. But just like there are good and bad things about people, there are good and bad things about pollution. If people were pollution we would get rid of anyone who was different, anyone who was considered an inconvenience... but we'd be getting rid of a life, a lot of lives... because we didn't like them. If pollution was a person would we still be trying to get rid of it? Would we have environmentalists still complaining and protesting and trying to get rid of all pollution?
The pollution of the outward environment we are witnessing is only the mirror and the consequence of the inward environment, to which we pay too little heed. Rhode Island works hard to reduce air pollution in our communities. We passed laws to prohibit cars and buses from idling their engines and to retrofit school buses with diesel pollution controls. But there is only so much a single state can do, particularly against out-of-state pollution.

In my home state of Delaware, we've done our homework and worked hard and, as a result, we've made great strides in cleaning up our own air pollution. In today's climate in our country, which is sickened with the pollution of pollution, threatened with the prominence of AIDS, riddled with burgeoning racism, rife with growing huddles of the homeless, we need art and we need art in all forms. While the rich reap most of the benefits of technological development, the poor bear an unequal burden of dealing with the consequences of the resulting increased pollution. In the last few decades entire new categories of waste have come to plague and menace the American scene. Pollution is growing at a rapid rate. Pollution destroys beauty and menaces health. It cuts down on efficiency, reduces property values and raises taxes. Almost all these wastes and pollutions are the result of activities carried on for the benefit of man. A prime national goal must be an environment that is pleasing to the senses and healthy to live in. Our Government is already doing much in this field. We have made significant progress. But more must be done.

Today, about 40 percent of America's carbon pollution comes from our power plants. There are no federal limits to the amount those plants can pump into the air. None. We limit the amount of toxic chemicals like mercury, and sulfur, and arsenic in our air and water, but power plants can dump as much carbon pollution into our atmosphere as they want. It's not smart, it's not right, it's not safe, and I determined it needs to stop.
... laws governing pollution tend to move pollutants from one medium to another. So, for example, we scrub SO2 from power plants only to dispose toxic sludge on land. We "clean" water only to disperse toxic-laced solids on farmland or landfills. Pollution control becomes a kind of giant shell game by which we move pollutants between air, water, groundwater, and land.

We're told cars are wasteful. Wasteful of what? Oil did a lot of good sitting in the ground for millions of years. We're told cars should be replaced with mass transportation. But it's hard to reach the drive through window at McDonald's from a speeding train. And we're told cars cause pollution. A hundred years ago city streets were ankle deep in horse excrement. What kind of pollution do you want? Would you rather die of cancer at eighty or typhoid fever at nine?

I hope a start at getting some oil out of the enormous Alaska field isn't indefinitely mired in a bureaucratic morass as a result of our national concern for the ecology. This concern must not be so misguided, misdirected, misused that it serves to stop economic growth, to bankrupt companies, to stifle new development, new jobs, new horizons. In fighting new pollution and stemming present pollution, exciting, sometimes costly means and methods exist and others will evolve. But blanket legislative naysaying to expanding power and energy sources is stupid, self-defeating.
The Los Angeles Air Pollution Control Board is established in 1946 in an effort to discover the cause of the brown cloud hanging over the city and decide how to combat and disperse it. In 1949, after intense lobbying from both the automobile and oil industries, and against the recommendations and position of the Los Angeles Air Pollution Control Board, the public rail system, which at one time was the largest in the world, and still serves a majority of the city's population, is decommissioned and torn out. It is replaced by a small fleet of buses.
I know Teddy Kennedy had fun at the Democratic convention when he said that I said that trees and vegetation caused 80 percent of the air pollution in this country. ... Well, now he was a little wrong about what I said. I didn't say 80 percent. I said 92 percent-93 percent, pardon me. And I didn't say air pollution, I said oxides of nitrogen. Growing and decaying vegetation in this land are responsible for 93 percent of the oxides of nitrogen. ... If we are totally successful and can eliminate all the manmade oxides of nitrogen, we'll still have 93 percent as much as we have in the air today.
