Now, today, some children are enrolled in excellent programs. Some children are enrolled in mediocre programs. And some are wasting away their most formative years in bad programs....That's why I'm issuing a challenge to our states: Develop a cutting-edge plan to raise the quality of your early learning programs; show us how you'll work to ensure that children are better prepared for success by the time they enter kindergarten. If you do, we will support you with an Early Learning Challenge Grant that I call on Congress to enact.
You know, there's a real irony in U.S. assistance programs. First of all, I think it's misnamed. We're not so much trying to help people as we're trying to help ourselves. So let's be clear about this. So these are - in my view, they're cold calculations of national security and not aid programs.

Colleges love to see that their student applicants have been on these academic programs. Also, alternative newspapers, which exist all over the country. Also, cable TV programs, which are not dependent on commercial advertising. Some television programs are made very attractive to young children by presenting short, rapidly moving sequences and ever-changing episodes.... Some experts now argue that slower- paced television fare that allows children time to think about the material is more valuable than the faster-paced programs that merely capture their attention.
Behaviours and habits are therefore the end result of the entire value chain and cannot be changed in a sustainable manner by scratching the surface - you have to dig deeper. This is why jail time, threats and sanctions without appropriate rehabilitation programs will not change a person unless they embark on a personal journey/program to initiate the process of change from the inner core - how the programs in their brain are wired to influence their beliefs.
I feel education is more important even now for the younger generation than when I was younger. The kids really need to buckle down and get a good education. That's why it's so important to have computer programs and good tutoring programs, so they can have fun in school. It also keeps them out of trouble.
It's amnesty that America can't afford. We have to stop people from coming in illegally. There is no doubt that . Saddam Hussein has reinvigorated his weapons programs. Reports indicate that biological, chemical and nuclear programs continue apace and may be back to pre-Gulf War status. In addition, Saddam continues to redefine delivery systems and is doubtless using the cover of a licit missile program to develop longer-range missiles that will threaten the United States and our allies.
There is no virtue in compulsory government charity, and there is no virtue in advocating it. A politician who portrays himself as "caring" and "sensitive" because he wants to expand the government's charitable programs is merely saying that he's willing to try to do good with other people's money. By government giveaway programs, individuals are often hurt far more than they are helped. The recipients of these programs become dependent on the government and their dignity is destroyed. Is it compassionate to enslave more and more people by making them a part of the government dependency cycle? I think compassion should be measured by how many people no longer need it. Helping people to become self-sufficient is much more compassionate than drugging them with the narcotic of welfare.
The programs supported by the International Affairs Budget are as essential to our national security as defense programs. Development and diplomacy protect our nation by addressing the root causes of terrorism and conflict. But it's not just about security. By building new markets overseas for American products, the International Affairs Budget creates jobs and boosts the economy here at home.
Advertisers as well as political leaders long ago found that it is easier to appeal to the people through the heart than through the mind. Programs built with an emotional people are sure to draw the largest audiences and the biggest response. Workers in the field of educational radio are loath to acknowledge this truism, maintaining that certain programs must be built to appeal to the intellect. Of course, they are right, but that is the minority appeal.

The effects of welfare in encouraging the break-up of low-income families have been extensively documented. The primary way that those with low incomes can advance in the market economy is to get married, stay married, and work""but welfare programs have created incentives to do the opposite.
Von Neumann languages do not have useful properties for reasoning about programs. Axiomatic and denotational semantics are precise tools for describing and understanding conventional programs, but they only talk about them and cannot alter their ungainly properties. There have been extensive human rights violations by American psychiatrists over the last 70 years. These doctors were pad by the American taxpayer through CIA and military contracts. It is past time for these abuses to stop, it is past time for a reckoning, and it is past time for individual doctors to be held accountable. The Manchurian Candidate Programs are of much more than "historical" interest. ARTICHOKE, BLUEBIRD, MKULTRA and MKSEARCH are precursors of mind control programs that are operational in the twenty first century. Human rights violations by psychiatrists must be ongoing in programs like COPPER GREEN, the interrogation program at Abu Ghraib prison in Iraq. Such programs must be carried out within CIA units like Task Force 121 (The Dallas Morning News, December 1, 2004, p. 1A). Yes the indifference, silence, denial, and disinformation of organized medicine and psychiatry continue. We are about to study the idea of a computational process. Computational processes are abstract beings that inhabit computers. As they evolve, processes manipulate other abstract things called data. The evolution of a process is directed by a pattern of rules called a program. People create programs to direct processes. In effect, we conjure the spirits of the computer with our spells. A computational process is indeed much like a sorcerer's idea of a spirit. It cannot be seen or touched. It is not composed of matter at all. However, it is very real. It can perform intellectual work. It can answer questions. It can affect the world by disbursing money at a bank or by controlling a robot arm in a factory. The programs we use to conjure processes are like a sorcerer's spells. They are carefully composed from symbolic expressions in arcane and esoteric programming languages that prescribe the tasks we want our processes to perform. A computational process, in a correctly working computer, executes programs precisely and accurately. Thus, like the sorcerer's apprentice, novice programmers must learn to understand and to anticipate the consequences of their conjuring. Even small errors (usually called bugs or glitches) in programs can have complex and unanticipated consequences.
Prayer itself, born in Catholic families, nurtured by programs of Christian formation, strengthened by the grace of the sacraments, is the first means by which we come to know the Lord's will for our lives. To the extent that we teach young people to pray, and to pray well, we will be cooperating with God's call. Programs, plans and projects have their place; but the discernment of a vocation is above all the fruit of an intimate dialogue between the Lord and his disciples. Young people, if they know how to pray, can be trusted to know what to do with God's call.

There is a safe, nontoxic drug called naloxone that can instantly reverse opioid overdose and prevent most of these deaths. But the drug war interferes with saving overdose victims in two ways: first, because witnesses to overdose fear prosecution, they often don't call for help until it's too late. Second, because the drug war supports the belief that making naloxone available over-the-counter or with opioid prescriptions would encourage drug use, the antidote is available only through harm reduction programs like needle exchanges or in some state programs aimed at drug users.
Pull approaches differ significantly from push approaches in terms of how they organize and manage resources. Push approaches are typified by "programs" - tightly scripted specifications of activities designed to be invoked by known parties in pre-determined contexts. Of course, we don't mean that all push approaches are software programs - we are using this as a broader metaphor to describe one way of organizing activities and resources. Think of thick process manuals in most enterprises or standardized curricula in most primary and secondary educational institutions, not to mention the programming of network television, and you will see that institutions heavily rely on programs of many types to deliver resources in pre-determined contexts. Pull approaches, in contrast, tend to be implemented on "platforms" designed to flexibly accommodate diverse providers and consumers of resources. These platforms are much more open-ended and designed to evolve based on the learning and changing needs of the participants. Once again, we do not mean to use platforms in the literal sense of a tangible foundation, but in a broader, metaphorical sense to describe frameworks for orchestrating a set of resources that can be configured quickly and easily to serve a broad range of needs. Think of Expedia's travel service or the emergency ward of a hospital and you will see the contrast with the hard-wired push programs.

Drug warriors' staunch opposition to needle exchanges to prevent the spread of HIV in addicts delayed the programs' widespread introduction in most states for years. A federal ban on funding for these programs wasn't lifted until 2009. Contrast this with what happened in the U.K. At the peak of the AIDS epidemic in the mid-1990s, the HIV infection rate in IV drug users in the U.K. was about 1%. In New York City, the American epicenter, that figure was 50%. The British had introduced widespread needle exchange in 1986. That country had no heterosexual AIDS epidemic.
The major goal of the Cold War mind control programs was to create dissociative symptoms and disorders, including full multiple personality disorder. (p. iii) 'Denial of the reality of multiple personality by these doctors [See page 114 for names] in the mind control network, who are also on the FMSF [False Memory Syndrome Foundation] Scientific and Professional Advisory Board, could be disinformation. The disinformation could be amplified by attacks on specialists in multiple personality as CIA conspiracy lunatics' (P.10) 'If clinical multiple personality is buried and forgotten, then the Manchurian Candidate Programs will be safe from public scrutiny.
